In a small bowl, whisk together soy sauce, hoisin sauce, honey, cornstarch, and 2 tablespoons of water. Set aside.
Heat the vegetable oil in a wok or large skillet over high heat. Add the garlic and ginger and stir fry for 30 seconds.
Add the sliced peppers and broccoli to the wok and stir fry for 2-3 minutes, until the vegetables are tender but still crisp.
Add the Wagyu beef to the wok and stir fry for 2-3 minutes until browned on all sides.
Pour the sauce over the beef and vegetables and stir until everything is coated. Cook for 1-2 minutes until the sauce has thickened.
Season with salt and pepper to taste.
Toast the sesame seeds in a dry pan over medium heat for 2-3 minutes until lightly browned and fragrant.
Serve the stir fry hot, topped with the toasted sesame seeds.
